Language of Instruction in Tanzania and South Africa

The chapters in this book were written for the launch of the ‘Language of Instruction in Tanzania and South Africa project’, a South-South-North development cooperation project which runs from 2002 to 2006.

This book covers research findings on the language and education situations in Tanzania and South Africa. It outlines the policies governing language of instruction for education in the two countries, and assesses the extent to which existing policies are being implemented. It presents the history of the development of language policies in the two countries and considers how they are actually working in practice at classroom level. The contributors further consider the economic viabilities of language policies, and the necessity to rationalise languages and dialects for education purposes.

Overall, the book argues that Africa’s weak and worsening education performance is closely allied to the selection of language's of instruction. It make the case that the whole of African education, from primary to tertiary levels should be conducted in local languages/mother tongues. At the same time, learners must be widely exposed to other foreign languages. It contends that these approaches are integral to both the continent’s economic and human development, and its coming to terms with globalisation.
